Programmers,help for Exe to Cab for Windows mobiles

Hi all programmers, i have a windows mobile and want to know if it is possible to write a little version of Damage, Dragon or Dam2.2 on .cab format. If it is possible to byuy it with you, no probleme i bought a program that no respect the international rules. how is it possible to write a program in cab format.

I want to learn to program like you but i cant before please , built a little version in cab format to install it, i will pay if necessary. thank for advance.

Catherine, im not planning to port my program on short notice to Windows Phone, Apple IOS and/or Android.

So far I want to focus on improving the program strength of Damage (under Windows).
The only port i might want to do (some time), is to port the Engine to Linux (the GUI will always maintain a Windows version).
But i have not planned a time line or deadline for this..
