General Assembly FMJD in Berlin 28/29 december.

On http://www.fmjd.org we can find the agenda and proposals of the General Assembly in Berlin on 28/29 december.

There will be an election of a new President of the FMJD, because President Vladimir Ptitsyn resigns. There are four(!) candidates:
Harry Otten (Netherlands), Lelio Marcos (Brazil), Valery Zakoptelov (Russia) and Anatolii Iatsenko (Ukrain). So there is a choice!
Candidates for Vice-President: Ibrahima M'Bouille Fofana (Mali) and Jacek Pawlicki (Poland). (Mr. Pawlicki has not official support of the Polish Draughts Federation).

Some (in my opinion) interesting proposals:
Dutch Federation:
In tournaments which are played with the plus remise the decision on ex-aequo players is made by first considering the plus and minus scores, before the number of victories.

Belarus:
1. There no more than 2 representatives from the country who can be elected in CD.
2. Applications for all positions in the CD (including, president and vice-presidents, etc.) should be done only by national federations of the candidates.
6. Decisions about changes of the rules, formation of World Championships among men and women are accepting by the GA only. Such a decision may be done only after the open discussion and voting on the first hundred players by the FMJD rating.
Criteria “+/-“ and personal rating as ex-aequo has to be cancelled as the KNDB only use it in their championships.

Well it will be an interesting General Assembly!

The elections will be held before the proposals are discussed. That can lead to some difficult situations.
What if Mr. Harry Otten will be elected as President and the proposal of Belarus (only 2 representatives from one country in CD) is accepted? Must one Dutchman then resign immediately?
What if Mr. Jacek Pawlicki will be chosen as Vice-president and proposal 2 from Belarus is accepted?

About the +/- criteria. Belarus is not really correct. Also in the Polish Championship is played with +/-.
I think Belarus can better suggest an open discussion about the +/- on the first hundred players FMJD-rating and then make a proposal. In that discussion you then can also talk about the Georgiev-tiebreak.
It’s difficult. Must tournaments (because of the high draws-percentage) be decided with blitz-games (very spectacular in the last WC-match) or from a slight adventage in a normal game?
I think I prefer the last. For Blitz and Rapid there are other tournaments.


Maybe other forum readers can post also some opinions!

Hello Piet, I think it can be a interesting meeting.
It is correct that first there will be election about President and Vice president.
If 1e Belarus proposal will be accepted, You are correct
What is Your opinion about there first proposal, 2 members off one country?

For myself I will be for the first time by this meeting, as member of medical commission. Our Chairman, mr. Thierro(Mali) will not be there. He did and is still doing great work, hopefully we, my collegue ( mr. A. Guyene, Senegal) and I can show that this time.
In 2010 we will make next stepp in development off anti-doping regelements.

Почему-то не удается отвечать по этой теме (General Assembly FMJD in Berlin 28/29 december) в основном форуме. Поэтому размещаю свое мнение здесь. Может, кто-нибудь перенесёт этот пост (то, что ниже).

It will be good, if grandmasters will express their opinions.

Here what I think about pluses and minuses.
I completely agree with the Belarus federation that criterion + / - should be cancelled.
First, it changes game without adding beauty. And it makes risk in the game more risky: more probability of a minus if the opponent does not make a mistake.
Second, and another important thing, as example: you have situation when draw is enough for you (with plus or with minus). Whether you will take a risk to play after 40 (50, 60) moves, or you agree with minus? It is not only a hypothetical situation, it meets in every tournament.
Whether it is fair to use such criterion - the big question.

But I do not agree that there should be a restriction on the countries in any kind. Is it important for efficiency of CD, how many representatives from one country will be elected?
Now there is a restriction of players from one country. Argument that is usually used - it is necessary to support weak countries. Can anybody give an example, when it has really helped: popularity of draughts has grown, and new players and new sponsors appeared? - Such examples are not exist! But there is an infringement of the rights of strong players and countries. I consider that it is necessary to cancel this restriction.
I see only one way to develop draughts in new countries - the way on which China has gone.

My question to all candidates:

if you win elections, do you plan in your term to have more control / contact / relations with World Checkers and Draughts Federation (WCDF) which manages today Anglo-American Checkers ?

There are some minimum things which we can do without much efforts and financing involve: support and recognize WCDF ratings, titles and champions, provide diplomas to WCDF masters and grandmasters and recognize them as FMJD titles, make WCDF calendar available on FMJD sites etc.
