Unfortunately, I have not been able to find an explanation.

Players from countries who did not pay the membership fees have been moved to ratinglist C. Such players are also not allowed to particpate in FMJD competitions. Ukraine appears to have paid on June 28; at that moment the new list was already made. Not clear if FMJD will correct or not.
