I'm looking for a program (if there is one) that would help me save games horizontally during a tournament. I will write what I mean. I have my game saved like this:

You can write it as a PDN file, that writes horizontally.
With Tornado you can also Export the game as a DOC (*.txt) file, that is also horizontally.

Import the pdn file in Tornado and Export it as DOC (*.txt).
That wil give a good result.

if you tried it, does the movement record have zero or not, for example in movement 02-07.

No zero, so: 2-7, not 02-07.

No, there is no requirement in the PDN standard for the square numbers in moves to have leading zeros, so kingsrow does not generate them.
