Proposal
The FMJD wants to move towards an integral use of Fischer time count in its official World Championship tournaments and matches. The reasons are the following:
Advantages:
- The problems of absolute “Zeitnot�, with its refereeing and sportive problems, are no more.
- Each game has a smooth, uninterrupted flow from the start to the end
- All end games can be played in a reasonable tempo to the very end
- The disconcerting pause (for spectators, referees and officials) after the time control are no longer
- The total length of games can be reduced without draconian measures
- The role of the clock is reduced, and the play on the board becomes more central
- Refereeing – and rules and regulations – become simpler.
Disadvantages:
- Not all federations dispose of electronic clocks
- The players are not yet used to the electronic clocks
- There is no accepted standard as yet for a regular cadence.
- The electronic clocks are not totally full proof as yet. In rare cases the clock stops operating, with the loss of all data.
- The spectacle of players moving fast and banging on the clock will disappear.
Discussion of disadvantages:
The first two are a question of time and getting used to. Most of the federations, which do organize tournaments, dispose of electronic clocks, and loans can be arranged.
Ad three, a regular cadence, or rather a range of acceptable cadences, can be set by the Technical Committee, for approval at the next GA or SA.
Ad four: referees have to keep their time use charts in order during the tournament - a task they have to perform anyway - in order to cover the unlikely accident of clock failure.
Ad five: That spectacle has little to do with the game anyway, and now the end games will be played with a quick and uninterrupted flow which allows spectators to actually follow the game.
Implementation schedule
- First try-out in Hijken, girls and cadets championships.
- Second try-out in Youth Olympiad in Tallinn
- Final implementation try-out: Women’s World Championship and Junior World Championship
- Eventual revision of cadence and rules.

Fisher system
It is the best system for all the reasons given here. I played CANNES tournament last month with this system. I appreciated the time of the games. Not more 4h30mn of game. Good for spectators and us !!!

I have never played this system myself. But I heard many people complaining about one fact.
Once you are in time trouble, you can never go to the toilet.
I don't think this is a serious problem. I believe a solution can be found such as :
- allow once per game the player to "stop the clock" or add "3 minutes to leave the room and go to the toilet".
This solution is complex for the referee though...
So, what do we do for that problem ?
