You wanna know the rules?
They already are on this site.
Go to homepage http://www.fmjd.nl/
Left above click on 'this site', then on 'old site'.
Now you are on http://www.fmjd.org/old/
There, down under, you click on 'Rules of International Draughts'.
Now you find yourself back on http://www.fmjd.org/old/Rules/
There you can read what you like to know.

I can not find the rule about draws.
Specifically.
What if one of the players can't move (i.e. all remaining men are sticked by the opponent). Is it a draw or has the player lost?

You mean this kind of position?
If white has to move - he lost.
