Proposals made by England (EDA) and the USA (ICHF)

These proposals are based on the WCF Statutes document (version 2.2, dated 11th May 2003).

The following proposals are made in conformity with President Walter van Beek's letter to the Checker playing federations, dated May 3rd 2003 and on discussions held with the ACF in Las Vegas during August 2002.

1. The Checkers section of the FMJD, currently named "Anglo/American Checkers", be renamed the "World Checkers Federation". To facilitate this and to conform with one of the requirements mentioned in the President's letter, Mr Charles Walker hereby legally liberates the name "World Checkers Federation" which he currently owns and donates this name, if it is accepted by the General Assembly, to the FMJD.

2. This section will remain an integral part of the FMJD as a section conforming to the FMJD statutes.

3. The section's By-Laws shall be those submitted to the General Assembly for consideration on May 17th. These do not contradict the existing FMJD Statutes and By-Laws. These are currently referred to as 'Statutes' in the proposal document.

4. The section's game rules and the regulations for its competitions, as proposed in the appendices to the submitted By-Laws, shall be added to the FMJD Statutes as separate annexes.

5. The section will use the FMJD logo. [Resolution 3]

6. The section may use an adapted FMJD letterhead on which it is stated that the World Checkers Federation is a division of the FMJD. [Resolution 4]

7. The goals of the section include the further international development of the Anglo-American game of Checkers and to develop the crossover of players between the different versions of Draughts.

8. Those national checkers federations that have already joined the section (as per the "History" part of the President's letter) automatically remain in the section as members or affiliates in accordance with the proposed By-Laws of the section and always under the terms of the FMJD statutes.

9. Those national checkers federations for which applications for membership of the section are currently pending will have their applications approved at the Zwolle General Assembly meeting provided always that the General Assembly agrees in each case that the federation's status conforms to the By-Laws of the section and to the Statutes of the FMJD.

10. All other national checkers federations, i.e. those that have not yet applied for membership, be encouraged to join.

11. On acceptance of the Statutes of the WCF the following proposals to be adopted in accordance with said statutes.

a. The two founder nominated Vice Presidents shall be Charles Walker (USA) and George Miller (England). [Resolution 5]

b. The first General Assembly of the WCF to be arranged for October to elect two further Vice Presidents and invite other nations into open dialogue. The General Assembly to coincide with the Women's World Championship in Cookstown Ireland. [Resolution 6]

c. The FMJD recognise Patricia Breen as the current Women's World Checkers Champion and will recognize the winner of the October 2003 match between Patricia Breen and Jan Mortimer as being her successor. [Resolution 7]

d. The FMJD will recognise the winner of the October 2003 match between Ron King and Alex Moiseyev as being the World Checkers Champion. [Resolution 8]
