[To the National draughts federations, the FMJD Executive Committee and the
draughts public.
The war waged by the Russian Federation against Ukraine has been going on
for almost half a year. Belarus is on the side of the aggressor country, providing its
territory for invasion. Having failed to achieve the goal of capturing the capital of
Ukraine - the city of Kyiv, the Russian army concentrated its main efforts in the South
and East of Ukraine, where fierce battles are taking place.
Everyone in the world is already used to the fact that every day there are rocket
attacks and bombings of residential areas of Ukrainian cities. Elderly people and
children die every day. Such Ukrainian cities as Kharkiv, Mykolaiv, the entire
Donetsk region of Ukraine and others are exposed to rocket and artillery attacks every
day for 6 months! Can you imagine what would happen if at least one missile landed
in a city from EU member states, what would be the panic? People in the cities of
Ukraine go to the store and may die from the arrival of a Russian missile at a bus stop.
Can this be imagined in the 21st century? Ukrainians do not have any rights in the
captured territories, many of them were forcibly relocated to the Russian Federation
and Belarus. According to data from open sources, more than 234,000 of them are
Ukrainian children! As a result of the full-scale armed aggression of Russia, as of
August 11, 361 children were killed in Ukraine, 705 children were injured.
Slogans that the Ukrainian nation must be destroyed are proclaimed on official
Russian media resources. All this is genocide, which is committed against the
Ukrainian people in front of the whole world! The fact of genocide is recognized
by more and more world leaders every day. Latvia recently recognized Russia as a
state sponsor of terrorism.
It inspires hope that the world realizes what kind of monster we are dealing
with in the face of the Russian Federation, this is not only a problem for Ukraine - it
concerns the whole world. Financial and humanitarian aid comes to Ukraine from all
corners of our planet. The necessary weapons for the heroic Ukrainian army are
arriving. The civilized world community is increasing sanctions against Russia and
Belarus, realizing that financial and public pressure can stop Russia's military
aggression.
The world of sports does not stand aside. Athletes from Russia and Belarus are
an integral part of the image of their countries, representatives of these countries have
no moral right to participate in competitions, at a time when their states are killing
innocent people in Ukraine.
On February 28, 2022, the IOC Executive Committee adopted a decision
consisting of 6 points (https://olympics.com/ioc/news/ioc-eb-re ... -officials ).
In the basic point of the IOC decision, point 1, it is stated:
"... The IOC Executive Committee recommends international sports federations
and organizers of sports events not to invite and not allow the participation of Russian
and Belarusian athletes and officials in international competitions."
Paragraph 2 of the said decision states:
"In those cases where it is impossible to do this as soon as possible for
organizational or legal reasons, the IOC Executive Committee strongly urges
international sports federations and organizers of sports events around the world to do
everything possible so that no athlete or sports official from Russia or Belarus can
participate on behalf of Russia or Belarus. Citizens of Russia or Belarus, whether
individuals or teams, shall only be accepted as neutral athletes or neutral teams. You
cannot use national symbols, colors, flags or anthems."
In the "Practical aspects of the suspension of RDF and BDF activities", which
were published by FMJD on March 30, 2022, it is said that draughts players from
Russia and Belarus will not be able to participate in official WC and EC of FMJD and
EDC, because applications for participation in these competitions are accepted only
from national federations whose activities have been suspended.
The Ukrainian draughts community is very grateful to FMJD and EDC for such
decisions. According to this format, the World Championship of blitz games was
already held in Riga (Latvia). The organizers of the 100 - draughts World Cup stages
also supported these recommendations.
We hope that this will happen with other tournaments until the war is over.
Separately, we would like to touch on the issue of draughts-64 and IDF, which
has not been resolved in any way so far.
The IDF website states that FMJD and IDF have signed a long-term
cooperation agreement (February 18, 2022, https://idf64.org/ru/2022/idf-and-fmjdh ... -agreement /).
On the FMJD website, the Calendar/64 section lists all the tournaments that the
IDF plans to host in 2022.
On March 12, 2022, the IDF made an official statement regarding the events in
Ukraine (https://idf64.org/ru/2022/official-stat ... idf-board/).
In its statement, the leadership of the IDF nowhere says or condemns the
military invasion of Russia with the support of Belarus on the territory of Ukraine, but
only expresses concern about the situation that is taking place.
Referring to the above-mentioned recommendations of the IOC, the IDF
leadership ignores the first point of these recommendations ("...not to invite and not
allow the participation of Russian and Belarusian athletes and officials in international
competitions") and proceeds to the second point, which allows the participation of
athletes from the RDF and BDF under neutral flag. Although point 2 of the IOC
recommendations says that it should act only in the case when it is impossible to use
point 1: "In cases where it is impossible to do this in the shortest possible time for
organizational or legal reasons..."
We also remind you that the president of the IDF is Russian V. Langin. The 12-
member IDF board includes 6 Russians and 1 Belarusian

Such a sad picture emerges. At a time when Ukrainian draughts players are
under constant fire and are literally fighting for their lives, unable not only to play
draughts, but to live peacefully in general, Russian and Belarusian can participate in
draughts-64 IDF competitions without any particular problems under a neutral flag.
It is very pleasant that the National Draughts Federations of the three countries
of Latvia, Lithuania and Estonia showed their own initiative and supported Ukraine
and its draughts players in these difficult times.
At the end of August, the first "Baltic Youth Championship" will be organized
in Lithuania, in which young draughts players from three countries: Latvia, Lithuania
and Estonia will take part. This tournament will be held at the same time that IDF will
try to hold the Youth Championship in Bulgaria under its auspices. "Baltic Youth
Championship" is also open to Ukrainian draughts players.
Sincere gratitude from the entire draughts community of Ukraine for such
decisive steps!
The leading athletes of Ukraine consider the recommendations of the IOC to be
fair. Until the war ends and the Russian army leaves the occupied territory of Ukraine,
we demand to take the following measures in accordance with the recommendations
of the IOC dated February 28, 2022
We therefore address the FMJD leadership regarding the IDF with the
following proposals:
1) The IDF together with the FMJD must implement the first point of the IOC
recommendations - not to allow sportsmen from the RDF and BDF to participate in
any official tournaments (even under a neutral flag).
2) The IDF must remove from any IDF positions all persons who represent the
RDF and BDF federations
3) Exclude all RDF and BDF sportsmen from all IDF rating lists (remaining
under a neutral flag is not possible).
4) In the event of failure to comply with the above points, the FMJD shall sever
all ties with the IDF, and resume the conduct of the 64 draughts championships under
its auspices within the FMJD section 64, as was previously the case.
We would like to remind you that already in August, the IDF plans to hold its
traditional draughts tournaments in Bulgaria, and we consider it inadmissible for
players from Russia and Belarus to participate in them.
In October, IDF is also planning its next competition in Georgia, where it is
planned to hold the 64 World draughts championship and the 64 European youth
draughts championship.
The leading sportsmen of Ukraine appeal to all national draughts federations of
Europe and the world not to participate in the IDF competitions until the war of the
Russian Federation against Ukraine continues, and players from Russia and Belarus
will calmly participate in IDF championships.
An exception can be made only for those sportsmen who will publicly (!)
condemn the war of the Russian Federation against Ukraine, as was done at the 100
draughts tournament in Salou, Spain. In this case, these sportsmen can participate in
competitions only under a neutral flag. We consider all other attempts unacceptable.
Once again, we would like to express our gratitude to the draughts federations
of Latvia, Lithuania and Estonia for holding the "Baltic Youth Championship" and
officially not supporting the IDF tournaments in Bulgaria. Perhaps the initiative itself
will also be made at the adult level in draughts-64.
We would very much like to see the FMJD management also join this initiative,
perhaps by giving such tournaments an official status, for example, as the European
championship.
We consider it our duty to implement a fair sanctions policy. We are ready to
discuss and help implement it. However, we inform you with all responsibility that we
plan to fight against any cowardice, weakness and connivance that can contribute to
the support of the dictatorial regimes of Russia and Belarus, which commit crimes
against humanity on the territory of Ukraine and from which the peaceful inhabitants
of our country suffer.
