World or European Championships for the young

I would rather urgently need to know if the young players born in 1992 are allowed to partecipate in world or european championship for minicadets.

How are the young players subdivided, what are the ranges in age for Juniores, Cadets, Minicadets?

I need to know where to find OFFICIAL information about this.
