Is the 16 moves rule correct ?

What is the result of this position ?

Damy considers that this position is a win for white but it seems it is perhaps a mistake.

By beginning with 1...07-11!! it seems that black can impose a sequence of 16 black moves and 16 white moves (with the 16th move white capture the black king) and thus the game is a draw according to the 16 moves rule !

As a consequence I consider that this rule is not correct but of course I have not the authority to change the rule.

What is your feeling ?
Am I wrong ?

You are right the rules are basically not correct.
If you examine the history of computer chess endgames and the impact on rules, you will see that in chess on has accepted to live with this.
I agree to a large extend, i think the rules are valid for humans, developed by humans, and let computers play their own games.

I did not find any other position against the 16 moves rule. Can you confirm that this position is the only one in this case ?

The 16 move rule is correct. The capture of the king immediately ends the game, so black can't claim the draw.
